Phrased in that way, no, legendary weapons are not financially worth 3000 gold, not even close. Stat swapping for a single piece of gear is nice, just not 3k nice. However, if people only purchased things for financial value, they'd never own a Jaguar or a diamond ring, or a Castle in the South of France.

Agree that would be the better solution of the two, and so does the OP. Seeing as that is not how it currently works, however, I would rather it only open a window and spawns NO NPCs than spawn one others can't use, much the way the permanent bank contract does.

NEVER sell it. Put it in the Shared Inventory slot and you have permanent bank access from anywhere, for all your characters. It's the best item in the Shared Inventory slot.
