Seems like a lot of speculation. Before this command I moved spawn using a 3rd party tool but the always loaded chunks did not seem to move with the spawn point. I threw blocks on the ground then went far away for over 5 minutes. When I came back the items were still on the ground and had not despawned. That would indicate that the chunk unloaded.
Based off of QbsidianH20's comment, to do it with commands only, follow the below guide which extra information can be found here. To start off, the command you are looking for is shown below: /tp [target player] [ ] Syntax for the above command: [target player] is the player that will be teleported.

Or if you run it trough a command block, you will get the block's position. So, to explicitly answer your question, is to create a function with both commands: worldborder center ~ ~ setworldspawn ~ ~ ~. And run that function as the player using execute, like this: execute at run function .

Once you have these cheats on, press T on PC or right on the D-Pad of your Xbox One console to open the Chat Window. Once there simply type /spawn point and this will be set as your new spawn point.
